Canadian immigrants, refugees, and citizenship (IRCC) will release only 437,000 study permits in 2025. According to the ministry, this number is based on a 10 % reduction in the target of 2024, i.e., 485,000. The updated restrictions apply to master’s and doctoral students, who will no longer be exempt from the obligation to obtain a Provincial Attestation Letter (PAL). PALs were introduced earlier this year for many college and undergraduate students to help IRCC verify that their applications are genuine and stabilize the number of study permits issued.
In addition, more corrections were made in accordance with the requirements to acquire the right to work after education graduation (PGWP). The applicant must demonstrate the score of 7 (CLB) 7, a college graduate university and a CLB graduate (CLB) to apply after November 1.
This year, IRCC will also limit work permit eligibility to spouses of graduate students (MSc students) whose program duration is at least 16 months.
Why these changes? Canada’s unemployment rate has been trending upward since April 2023, increasing by 1.5 percentage points during the period. Employment and Social Development Canada (ESDC) reports that the number of unemployed people in August 2024 was 1.5 million, i.e., 60,000 (4.3%) more than that in the previous month. The measures mentioned above are intended to limit the number of temporary residents in Canada with work authorization in the near future.
