Individuals from Iran residing in Canada are still eligible to apply for special open work permits

Immigration, Refugees and Citizenship Canada (IRCC) has prolonged a temporary public policy that pertains to Iranian citizens in Canada who came to Canada on or before February 28, 2025.

This policy is applicable to Iranians holding valid temporary resident status who are seeking a work permit, an extension of their work permit, or a new study permit. The extension of this policy is valid until February 28, 2026.

Provisions for Work Permits

As part of this temporary public policy, qualifying Iranian nationals are allowed to apply for open work permits and/or to extend their current work permits, irrespective of their ability to fulfill the standard requirements for obtaining a Canadian work permit.

Under this policy, open work permits may be granted for a maximum duration of two years.  Individuals who qualify do not need to hold an existing work permit to submit an application for one of these open work permits while in Canada.

Study Permit Provisions

Eligible Iranian nationals applying for an initial study permit also benefit under this temporary public policy. These individuals can apply for initial study permits from within Canada.

They must still meet the usual requirements for a study permit, including being enrolled at a Designated Learning Institution (DLI), having enough money for tuition and living expenses, and having a provincial or territorial attestation letter (PAL or TAL), unless exempt.

Iranian nationals applying for extensions of existing study permits are no longer covered under this temporary public policy, and must now follow the normal process to apply to extend their study permits.
