There are two upcoming immigration options for foreign home care workers to get employment and obtain permanent residency (PR) upon arrival in Canada that are exempt from the Labour Market Impact Assessment (LMIA): the Home Care Worker Immigration Pilots (HCWP). Their scheduled launch date is March 31, 2025. These two options are:
- The Workers in Canada stream; and
- The Applicants not working in Canada stream
The HCWP will only accept applications from people who are currently in Canada, the immigration department explained. Applications from applicants outside of Canada will be accepted at a later time.
For whom is the HCWP applicable?
The following qualifying requirements for the HCWP have been announced by the IRCC:
A minimum of six months of relevant home care training is required as a certificate.
English or French language proficiency of CLB 4 or above.
Offer of employment: A job offer must be obtained from either
A private home;
OR
A company that directly employs full-time home care providers to offer temporary or sporadic in-home care.
A secondary school diploma in education.
